You could be thinking of an episode called "Georgie Must Die". According to a guide I read somewhere, here's the description:

"Baby becomes infatuated with a children's television program. The star, Georgie, is a seemingly friendly cow who really has a nasty disposition."

I don't Think He Was a Cow.

He was a Dinosaur Hand Puppet With ping pong ball sort of eyes with wires build inside his hands so the puppeteer doesn't have to use rods to move the arms.

This was a small green dinosuar Hand puppet, Named Blarney, singing "I love you and you love me" over and over to the tune of twinkle twinkle

The announcer says something like "Get a video every minute of your life...he's like an annoying guest that won't go away ever..."
