Okay, I noticed in the "Muppeteers of Different Races" board, apparently Bryant Young isn't the same Muppeteer I'm thinking of. So my question is this, who was the lady shown performing Telly's right hand on the Sesame Street Biography?

The Lady's name is Pam Arcerio and she also has been performing Grungetta since 1984.

Correct. She regularly performs Telly's right hand. Although it's spelled Arciero. Snuffy is Bryant's only character.

Are you sure? Because I've seen Pam before, and she looks like a totally different person.
